Cochran Firm Reports on New York Free Air Conditioner Program

(USGovernment-News.Com, July 10, 2012 ) Dothan, AL – New York Governor Andrew Cuomo has announced a $3 million program providing air conditioners to low income residents who have serious medical problems and need assistance during the current heat wave covering New York.

Recently New York has experienced a strong heat wave with temperatures above normal for this time of year. The heat wave has caused several deaths across the northeast. These deaths may have been prevented with adequate air conditioning. By utilizing federal grant moneys provided through the Low-Income Home Energy Assistance Program (LIHEAP) the state can provide relief and potentially save lives this summer.

Eligibility for the program is determined by:

• LIHEAP low-income guidelines. (For a four-person household, the maximum gross annual income to qualify is approximately $49,500.)

• Having at least one household member who has been diagnosed with a chronic or acute medical condition which is aggravated by exposure to extreme heat situations.

• A doctor providing written documentation (dated within the last six months) that air-conditioning assistance is critical to prevent a heat emergency.

Households that have a working air conditioner or have received one from the State in the last 10 years are not eligible.

The free air conditioner program is administered by HCR through the Office of Temporary and Disability Assistance (OTDA). HCR's network of 63 local Weatherization agencies will provide delivery and installation of cooling program services. The installation is also included for free. This particular grant does not include additional funding to provide for the cost of operating the new air conditioners, however some participants may be eligible for utility bill assistance through other programs.

The best way to apply for a cooling unit is to contact a local HCR Weatherization agency in your community. A complete list of New York agencies able to assist in this program is available on the Cochran Firm’s website at www.cochrannation.com/free-air-conditioner. Additional information may be obtained by calling the New York state HEAP hotline at 800-342-3009 or visiting mybenefits.ny.gov.
