Nevada Low-Cost Auto Insurance Proposal Dies in Legislature

(EMAILWIRE.COM, June 01, 2011 ) A bill that would have set up a low-cost auto insurance pilot program for Nevadans who are financially strapped and are relatively safe drivers died in the legislature on Monday after the state assembly failed to take action on the measure by its deadline. All bills in Nevada must have final floor votes from both houses by end of the 110th day of the legislative session, a requirement the proposal failed to meet.

The bill, which would have increased access to coverage for some of those who cannot find affordable plans from even the cheapest auto insurance companies in the state, was the subject of reportedly harsh criticism during a Senate Commerce, Labor and Energy Committee meeting.

Outspoken opponents of the proposal included the National Association of Mutual Insurance Companies (NAMIC) and the Property Casualty Insurers Association of America (PCI), both of which cited strong objections to the 50 cent fee that would have been imposed on all owners of insured cars in the state as a means of funding the program.

The program was modeled after a similar low-cost option that has been in place in California for about 10 years. Enrollment requirements for both were practically identical, with eligible applicants required to have household incomes at or below 250 percent of the poverty level and required to meet particular driving-record standards. Enrollees would have access to reduced coverage at reduced rates through the program.

NevadaÂ’s commissioner of insurance stated to the senate committee that a rough enrollment estimate for a statewide program would be around 1,000, based on a comparison with enrollment numbers in the California low-cost plan. The proposal considered this session would have been a pilot program available only to residents of Clark County, though.
