(USGovernment-News.Com, December 26, 2013 ) Cyrenaica, Libya -- Abd-Rabbo al-Barassi, Leader of the newly formed Government of Cyrenaica Announced today his regional government supports an urgent “International Conference on Libya Under the banner of “of Peace, Unity Governance and Prosperity for Libya."
The Regional Leadership which includes Commander Ibrahim Jedran whose brigades protect the oil terminals and facilities stated that “Today Libya is at a crossroads, going into the third year after liberation and revolution we find stability, security, rule of law, administration, fair distribution of national wealth and services for the national population and the regions of the east in particular, is severely lacking.”
“Therefore, it is incumbent upon all of us to find an urgent solution at this International Conference on Libya and come together with our partners in the international community, key stakeholders and representatives of all regions of Libya, National Governance and notable personalities from the security organizations, (both official and unofficial), in order to reach a declaration on National Unity Governance and a form of administration which shall diffuse the conflicts, allow for good national and regional governance working together in unity, for a Strong Prosperous and Unified Libya.”
He further stated that “Going forward, as senior representative of the Regional Government of Cyrenaica together with regional representatives from all of the sectors mentioned herein, we declare support for and insist upon the immediate establishment and scheduling of the International Conference on Libya Proposed to be hosted in Jordan as timing and logistics permits, within the last week of January 2014.”
Professor, Dr. Joma Ifhema a senior member of the regional governance and an economic expert, stated that “International Stakeholders have expressed support for this historic initiative and as leaders we must press forward all technical and logistical requirements to field the International Conference on Libya whereby we establish a steering committee with nominations comprising representatives from all of the National Regional Governments and Sectors as well as appointment of technical experts to the Committee in order to manifest the realization of this Historic International Conference on Libya as soon as possible.”
“Nominated Regional and National Representatives, Security Sector Representatives and other Stakeholder Nominations for the Steering Committee as well as the Official Delegation Listing shall be published upon completion during this next week.”
Regional Government Council Leader Barassi Stated “We implore the International Community, to support and participate heavily to promote the implementation and success of this Historic International Conference on Libya under the banner of Unity Governance, Peace, Prosperity and Stability during which we hope to issue a unified Declaration that shall be a road-map and set of milestones for Administration of Unity Governance, Fair Distribution of National Wealth, Security and Rule of Law.”
Commander Ibrahim Jedran Stated that “The International Community and key Stakeholders, must support an International conference on Libya, at the highest levels, as Libya stands at the precipice of more years of civil conflict, frozen development and unnecessary hardship for its population and disruption of the energy markets.”
Commander Ibrahim Jedran with other members of the Leadership (of the Administrative Regional Government of Cyrenaica) also stated unanimously, that:
“The Oil Terminals would remain shut until the operation of the newly formed National Energy Council has established the technical and equitable distribution ratios and protocols for the fair sharing of the national oil wealth and also, until the conclusion of an urgent International Conference on Libya as both, are considered critical at this stage to move Libya forward, in light of a complete failure of previous political and governance experiments over these past years, therefore, time has run out for experimenting with the lives and future of Libya , the time has come for unified action and to come together and work as a National Unity Government for the sake of our beloved Libya” (Legal Experts have commented that there is Basis in International and Domestic Law for preservation of wealth and regional simi autonomy, including the Direct Sales Of Oil through Transparent Legal Means according to the Previous Constitution until a new Unity Government is Formed)
Leaders Reject the Extension of the current National Government who is unable to provide services or security across the country and call for peace and dialog as opposed to the irresponsible and threatening tone of some elements of the National Leadership.
The Leader of the Eastern region of Cyrenaica stated “Libya is and will remain one sovereign country and Identity and after years now of failed experiments in governance it is clear that the only form of Governance for Libya is a National Unity Government
(Simi-autonomous regions working together with the National Unity Government in Tripoli) based on the workable parts of the 1951 constitution which until now, is the only legal basis for government in Libya, until proper elections and legislation is developed after our reformation into a National Unity Government, with regional administrative regions, guaranteeing the fair and equitable distribution of wealth and more efficient management of security and provision of other services to the population and we will press hard for this International Conference on Libya as we are sure that it can result in saving or our beloved country from what we have endured over these past years since the revolution.”
“Focal Point Contact for the International Conference on Libya Steering Committee shall be The Arab African Council on Socioeconomic Development (AACSED), its chairman and Deputies who are Special Peace Envoys and Good Will Ambassadors to the International Community and we ask all stakeholders to support and promote the urgent implementation of this historic event in every practical manner.”
In Conclusion Dr. Zayed commented as Chairman of the Arab African Regional Council on Socioeconomic Development (AACSED) official international Envoy and Good Will Ambassador "we implore the international community and in particular UNSC Member States, the Arab League, and key international stakeholders to support and join in sponsorship of this historic event as a chance to promote peaceful dialog and national solutions for Libya"
